Welcome to our web site! This site is for citizens concerned about the Victory Housing development known as “Victory Court”. Here you will find all the information you need to understand the true impact of this development:
What is it?
- 86 units, 3.5-4 story affordable housing building for independent seniors (62+)
Where will it be built?
- On County land in green space between the historic houses on Fleet St and the Courthouse Walk townhouse community. The lease is for just one dollar per year, essentially free land!
How will this impact the neighborhood?
- It is huge and will tower over our neighborhood
- It has too many units for this land zone and too many parking spaces
- Much of the green space which enhances our neighborhood and buffers us from traffic noise will be lost
- The massive, contiguous building design will change the character of the neighborhood from solely residential to institutionally dominated
- In the original design, Victory Housing would have been 19-26 feet higher than Courthouse Walk, as high as Town Center buildings.

Because your neighbors came together to fight this project, we were able to get the height of the building reduced by 17 feet! It will now be no more than 39 feet high and will look more townhouse-like.
This was a major accomplishment but we feel that the City still allowed zoning and Master Plan violations to take place and therefore the City’s approval of the project was erroneous, so a group of neighbors have filed a lawsuit (“petition for judicial review”).
